International sports federations as an actor of sports diplomacy. Single-case study of FIFA

Abstract:

Tato diplomová práce pojednává o mezinárodních sportovních organizacích jako aktérech sportovní diplomacie, přičemž větší část je tvořena jedno-případovou studií FIFA jakožto nejznámějšího a nejviditelnějšího zástupce z řad této skupiny. Cílem práce se stal detailní rozbor této organizace jako nestátního aktéra, který má výrazný mezinárodně-politický přesah, kdy tato organizace provádí svou specifickou zahraniční politiku. FIFA byla v rámci práce představena jako aktér, který svým způsobem promlouvá do "uznání" některých (ne)státních entit a jednotek, které FIFA svým rozhodnutím uznává jako státům rovné. Fotbalové federace těchto entit a jednotek bývají často členy FIFA, byť se jim nedostalo uznání na půdě OSN (například Kosovo nebo Gibraltar). FIFA se však v mezinárodním prostředí angažuje dalšími způsoby. Za příklad lze uvést rozvojové projekty organizace, jež mají za cíl rozšířit fotbal do všech oblastí světa a pomáhat mnohými způsoby, ať už se jedná o zlepšení fotbalových podmínek či těch životních, komercializaci FIFA a globalizaci samotného fotbalu, díky kterým organizace pracuje čím dál tím s většími finančními částkami na čím dál tím větším území. Navíc svými rozhodnutími o pořadatelích MS pomáhá zemím budovat jejich soft power. Nakonec se jedná o korupci v rámci organizace, jež výrazně poškodila její pověst. Kromě toho první část práce slouží jako náhled do tématu sportovní diplomacie s důrazem na roli mezinárodních sportovních organizací v rámci tohoto druhu diplomacie. Dále je diskutován význam pořádání velkých sportovních akcí jako MS ve fotbale nebo olympijských her s ohledem na státy, které tímto způsobem posilují svou soft power. Práce zmiňuje i roli sportu na půdě OSN a uvádí nejznámější historické příklady sportovní diplomacie.

Abstract:

The thesis will focus on discussing the political aspect of the FIFA organization, which for many years has been a prime example of highly influential international organization. The aim of the analysis is to evaluate FIFA as an non-state actor with a signicifant overlap to international politics. The work is divided into two chapters. The first chapter is focused on international sports organizations in general, it mentions the concepts of diplomacy, public diplomacy and soft power. As described in this part, key actors of sports diplomacy are, except for international sport organizations, countries themselves. It is a great desire of many countries to improve reputation and build soft power by organizing massive sports events like the Olympic Games or FIFA World cup. Qatar is the prime example of such desire as even for its location it is able to hold the next FIFA World Cup. Moreover the value of sport for UN is discussed as well as essential activities of international sports organization in international space. FIFA and International Olympic Committee are considered as the most influential actors because they organize FIFA World Cup and the Olympic Games, and have worldwide commercial potential. In the second part of the thesis, FIFA is introduced as an actor which enters politics in many ways. With its solid core of 211 members FIFA is the major contributor to the world of football. In fact, the said number is 18 more than United Nations has. In recent years, it is noticeable that FIFA joins international politics more than ever. In a position, where it is responsible for the most popular sport in the world, when it is the only authority in football, when it operates with huge amount of money, its role in politics is noticeable in many cases. It is also possible to say, that FIFA acts with its own foreign policy, when considering the organization recognised entities that are not accepted in United Nations as its members, such as Kosovo and Gibraltar. In this case, FIFA appoints both entities as equal to countries, which are recognized both by FIFA and UN. On the other hand, Basque Country, Catalonia and Crimea still have to wait for a similar move from FIFA. Nowadays, football is the most widespread sport in the world and the organization has to deal with it. The development programme of FIFA is described in the thesis as well. Its goal is to develop football worldwide, to help people no matter where they live. Besides, the thesis discusses constantly rising amount of money, which enrich game itself and the organization too. In recent decades, we can see more and more money coming to football and FIFA has to deal with it. The role of FIFA World Cup is discussed in the light of corruption scandals present in 2015 and that signified an end of an era, which was heavily connected with its former president, Sepp Blatter. As the new president of FIFA, Gianni Infantino is aiming to administer many reforms that would bring back the glory and prestige of this influential organization.
