Searching the Crime Scene in Case of Fires

Abstract:

Práce se zabývá spoluprací vybraných složek IZS na místě požáru, při vyšetřování příčin vzniku zahoření, zajišťování a vyhodnocování kriminalistických stop souvisejících s inkriminovanou událostí. Teoretická část práce se věnuje pojmu, podstatě, základním zásadám při ohledání místa činu a dále stopám, které lze nalézt na místě požáru, postupu při samotném ohledání a na obligatorní dokumentaci. Pozornost je zaměřena na metodiku vyšetřování požárů u vybraných složek IZS. Úvodem praktické části je statistický přehled požárů za určitý časový úsek, a to jak na celém území České republiky, tak i ve vybraných krajích. V závěru praktické části je zhodnoceno dotazníkové šetření, které je zaměřeno na zástupce ze složek Policie ČR a HZS ČR. Dotazník je směřován na otázky týkající se základních znalostí a činností na místě činu požáru a práce na místě činu, na rozdělení úkolů a pravomocí na místě činu po požáru, dále na zjišťovaní a zajišťování kriminalistických stop a legislativu která tuto problematiku upravuje.

Abstract:

The thesis deals with the cooperation of selected IRS units at the site of the fire, in the investigation of the causes of ignition, securing and evaluating forensic traces related to the incriminated event. The theoretical part of the thesis deals with the concept, essence, basic principles of inspecting the crime scene and traces that can be found at the scene of the fire, the procedure for the inspection itself and the obligatory documentation. Attention is focused on the methodology of fire investigation in selected IRS units. The introduction of the practical part is a statistical overview of fires for a certain period of time, both in the Czech Republic and in selected regions. At the end of the practical part, a questionnaire survey is evaluated, which is focused on representatives of the Police of the Czech Republic and the Fire Rescue Service of the Czech Republic. The questionnaire is focused on questions concerning basic knowledge at the scene of a fire and work at the scene of the crime, on the division of tasks and powers at the scene of the crime after a fire, on the detection and securing of forensic traces and legislation that regulates this issue.
