Evaluation of the advantages and disadvantages of the implementation of private health insurance in the czech republic in the third decade of the 21st century

Abstract:

Bakalářská práce zkoumá postoj občanů a hlavních aktérů ve zdravotním systému k rozdělení zdravotní péče na standardní a nadstandardní. Současně zjišťuje zájem občanů o sjednání soukromého zdravotního pojištění za účelem využití nadstandardní zdravotní péče. V teoretické části se práce zabývá všeobecnou teorií zdravotních modelů, zdravotním pojištěním a fungováním zdravotního systému v ČR. Praktická část analyzuje vývoj výdajů na zdravotní péči, prokazující rostoucí trend u plátců i uživatelů zdravotní péče. Na základě zhodnocení dlouhodobé udržitelnosti zdravotního systému a nedostatků zmiňovaných odbornou i laickou veřejností, práce poukazuje na podfinancování zdravotního systému a vhodnosti zavedení nového zdroje financování. Následně je rozebrán neúspěšný proces zavádění nadstandardní zdravotní péče včetně prokázání podpory tohoto opatření od nejvlivnějších aktérů ve zdravotnictví v roce 2011 v ČR. Prostřednictvím zjištěných dat z vlastního dotazníkového šetření práce vyvozuje, že více než polovina respondentů považuje zavedení soukromého zdravotního připojištění za přínos pro dlouhodobé fungování zdravotního systému v ČR a současně je prokázán zájem o sjednání zdravotního připojištění.

Abstract:

The bachelor's thesis covers the attitude of citizens and the main participants in the healthcare system towards the division of healthcare into standard and above-standard. At the same time, the thesis determines the interest of citizens in arranging private health insurance in order to use above-standard healthcare. The theoretical part deals with the general theory of health models, health insurance, and the functioning of the health system in the Czech Republic. The practical part analyses the development of healthcare expenditures, while proving a growing trend among payers and users of healthcare. Based on the evaluation of the long-term sustainability of the health system and the deficiencies mentioned by the professional and laic public, the thesis points to underfunding of the health system and the appropriateness of introducing a new source of funding. Subsequently, the unsuccessful process of introducing above-standard healthcare is analysed, including proving support for this procedure from the most influential participants in the healthcare system in 2011 in the Czech Republic. Through the data obtained from the questionnaire survey, the thesis concludes that more than half of respondents consider the introduction of private health insurance as a benefit for the long-term functioning of the health system in the Czech Republic and at the same time, interest in arranging health insurance is demonstrated.
