Pojmy výzkum, vývoj a inovace se od počátku nového tisíciletí staly součástí strategií Evropské unie. Poprvé se objevují v komplexně pojatém dokumentu, který je znám pod názvem Lisabonská strategie nebo též Lisabonská agenda. Proces naplnění stanovených zásad však skončil neúspěchem. Since the beginning of the new millennium, the concepts of research, development and innovation have become part of the European Union's strategies.
