Analysis of Implementation and Evaluation of the Effectiveness of ROP Northwest

Abstract:

Bakalářská práce pojednává o významném faktoru možného spolufinancování projektů, které jsou realizovány v regionech České republiky. Jedná se o regionální operační program umožňující čerpání dotací ze strukturálních fondů a Fondu soudržnosti Evropské unie. V první části se práce zaměřuje na charakteristiku samotného programu na úrovni regionu soudržnosti Severozápad. Nejprve jsou vymezeny pojmy jako nomenklatura územních statistických jednotek či region soudržnosti Severozápad, následně prioritní osy, podporované oblasti a cíle programu. Rovněž je vymezena úloha Úřadu Regionální rady, jakožto řídícího orgánu v oblasti regionální politiky spolufinancované ze strukturálních fondů, a především způsob samotného financování. V druhé části se práce věnuje realizovaným projektům, průběhu programu a především vyhodnocení jeho efektivity napříč programovacím obdobím, které je vymezeno lety 2007 - 2013.

Abstract:

This thesis deals with an important factor of possible cofinancing of projects which are implemented in the regions of the Czech republic. It is a regional operational program which allows for a withdrawal of subsidies from Structural Funds and the Cohesion Fund. The first part of the thesis is concerned with the characteristics of the program on the level of the cohesion region Northwest. At first, terms such as nomenclature of territorial and static units or cohesion region Northwest are defined, followed by priority axes, supported regions and the goals of the program. The role of the Office of the regional council as the governing body in the area of regional policy co-financed by the structural funds and especially the way of the fading itself are defined as well. The second part deals with all of the implemented projects, course of the program and its primary focus is on the evaluation of its effectiveness through the programming period defined by the years 2007 - 2013.
