Possibilities of charging for vehicles entering the capital city Prague

Abstract:

Poplatek za vjezd vozidel do centra měst je jedním z účinných opatření pro řešení problémů, jako jsou dopravní zácpy, nehody či znečištění ovzduší. Již několik let funguje ve velkých evropských městech jako je Stockholm, Londýn nebo Milán. V České republice však zatím nebyl zaveden. Nejvíce o tomto opatření uvažuje Praha, pro kterou byla zpracována studie s variantními návrhy pro zavedení mýtného systému. Cílem bakalářské práce je vyhodnotit návrhy pro zpoplatnění vjezdu vozidel do centra hlavního města Prahy dle řady aspektů a na základě názorů expertů vybrat nejvhodnější z nich. Cíle bude dosaženo s využitím Delphi metody, pomocí níž se bude hledat shoda v názorech expertů na aspekty návrhu mýtného systému, jako jsou například velikost zpoplatněné oblasti, použité technologie, nastavení výše a podoby poplatku, možné výjimky, dopady na kvalitu ovzduší, objem dopravy nebo plynulost hromadné dopravy. Výsledky tohoto výzkumu budou využity pro výběr nejvhodnější varianty mýtného systému v Praze. Protože se bude jednat o návrh vybraný dle skupinové shody expertů, mohl by být výsledek bakalářské práce do budoucna užitečným příspěvkem do odborné diskuse k zavedení tohoto opatření.

Abstract:

Charging vehicles to enter city centres is one effective measure to tackle problems such as traffic congestion, accidents and air pollution. It has been operating for several years in major European cities such as Stockholm, London and Milan. However, it has not yet been introduced in the Czech Republic. Prague, for which a study with alternative proposals for the introduction of a toll system has been prepared, is the city that is considering this measure the most. The aim of the bachelor thesis is to evaluate the proposals for charging vehicles to enter the city centre of Prague according to a number of aspects and to select the most suitable one based on the opinions of experts. The objective will be achieved using the Delphi method, which will seek consensus among experts on aspects of toll system design, such as the size of the area to be tolled, the technology used, the setting of the amount and form of the fee, possible exemptions, impacts on air quality, traffic volumes or the fluidity of public transport. The results of this research will be used to select the most suitable variant of the toll system in Prague. As this will be a proposal selected according to the consensus of a group of experts, the result of the bachelor thesis could be a useful contribution to the expert discussion on the introduction of this measure in the future.
