Type activities of IRS components and the procedure of the Police of the Czech Republic during an active shooter attack

Abstract:

Diplomová práce se zabývá koncepcí Integrovaného záchranného systému a jeho zařazení v systému bezpečnosti České republiky, popisuje jeho stručnou charakteristiku, včetně popisu jeho základních složek. V navazujících kapitolách se práce věnuje typovým činnostem složek integrovaného záchranného systému, které stručně charakterizuje. V další část práce se věnuje jedné vybrané typové činnosti, „AMOK-útok aktivního střelce“ popisuje základní charakter této mimořádné události, činnost při řešení, řízení zásahu a organizace místa. V práci jsou zmíněny i kazuistiky vybraných reálných příkladů z celého světa, včetně České republiky. Samostatná kapitola je pak věnována problematice připravenosti Policie ČR na řešení takové mimořádné události z pohledu policistů Krajského ředitelství Ústeckého kraje, kteří se v rámci dotazníkového šetření měli možnost vyjádřit k položeným otázkám. Výsledky jsou pak prezentovány formou grafů a slovním zhodnocením.

Abstract:

The Diploma Thesis deals with the concept of the Integrated Rescue System and its integration in the security system of the Czech Republic, it describes its brief characteristics, including a description of its basic components. In the following chapters, the Thesis deals with the type activities of the components of the Integrated Rescue System, which it briefly characterizes. The next part of the Thesis deals with one selected type activity, "AMOK-attack of an active shooter" describes the basic nature of this extraordinary event, activity when solving, managing the intervention and organization of the site. The Thesis also mentions case reports of selected real examples from around the world, including the Czech Republic. An individual chapter is devoted to the issue of readiness of the Police of the Czech Republic to deal with such an extraordinary event from the perspective of police officers of the Regional Directorate of the Ústí nad Labem Region, who had the opportunity to comment on the questions raised within the questionnaire survey. The results are then presented in the form of graphs and verbal evaluation.
