Protection of non-public area of regional airports in the Czech Republic

Abstract:

Předložená diplomová práce popisuje bezpečnostní postupy a formy ochrany neveřejného prostoru regionálních mezinárodních letišť v České republice. V teoretické části uvádí základní pojmy a definice spolu s právními předpisy, které upravují ochranu letišť. Následně charakterizuje nejvýznamnější aktéry a subjekty, jež se podílejí na ochraně civilního letectví před protiprávními činy a dále se zaměřuje na objektovou ochranu letišť spolu s bezpečnostními systémy odbavovacího procesu. V závěru teoretické části jsou uvedeny tři kazuistiky zahraničních teroristických útoků. Praktická část práce je zaměřena na popsání společných znaků, ale i rozdílů jednotlivých regionálních letišť v ČR, a to na základě řízených rozhovorů s bezpečnostními manažery a bezpečnostními pracovníky těchto letišť. Dále se praktická část zabývá sestavením FMEA analýzy, díky které autor mohl poukázat na největší rizika a navrhnout kroky vedoucí ke zvýšení ochrany letišť.

Abstract:

The presented diploma thesis describes security procedures and forms of protection of non-public areas of regional international airports in the Czech Republic. In the theoretical part, it presents the basic terms and definitions together with the legal regulations that regulate the security of airports. Subsequently, it characterizes the most important actors and entities involved in the protection of civil aviation against acts of unlawful interference and further focuses on object protection of airports together with the security systems of the chcek-in process. At the end of the theoretical part, three case studies of foreign terrorist attacks are presented. The practical part of thesis is focused on describing the common features, but also the differences, of individual regional airports in the Czech Republic, based on controlled interview with security managers and security workers of these airports. Furthermore, the practical part deals with the compilation of an FMEA analysis, thanks to which the author was able to point out the biggest risks and propose steps leading to an increase in airport security.
