Coherence analysis of the European Union actors in the area of the CFSP: Case study of the Arab Spring in Libya

Abstract:

Záměrem lisabonské revize primárního práva byla mimo jiné snaha EU, aby SZBP byla jednotná a Unie v této oblasti mluvila jedním hlasem. Cílem bakalářské práce je prostřednictvím analýzy relevantních dokumentů (oficiálních vyjádření jednotlivých aktérů SZBP) zjistit, zda SZBP vykazovala rysy společné politiky i v praktické rovině a aktéři postupovali jednotně. Pro svůj výzkum jsem si zvolil analýzu reakcí aktérů SZBP EU na arabské jaro v Libyi z roku 2011, jakožto prvního významného konfliktu poté, co nová Lisabonská smlouva vstoupila v platnost. Analýze jsou podrobeni tito aktéři: Velká Británie, Francie, Německo, Rada EU, vysoký představitel Unie pro zahraniční a bezpečnostní politiku, Evropská rada, předseda Evropské rady. Hlavní pozornost však je věnovaná státům, jako nejdůležitějším aktérům dle současného intergovernmentálního nastavení SZBP EU.

Abstract:

The greater unity and speaking with one voice between actors of CFSP EU, were some of the goals, the Lisbon Treaty should have come up with. The objective of the Thesis is to find out how the current settings of CFSP works in reality through the analysis of relevant documents (official statements of the actors). The Bachelor Thesis is the Case study of the Arab Spring in Libya, which was the first significant conflict, the EU had to deal with, after the adoption of The Treaty of Lisbon. Analysis includes following actors: United Kingdom, France, Germany, Council of the EU, High Representative of the Union for Foreign Affairs and Security Policy, European Council and the President of the European Council. According current intergovernmental settings of the CFSP, the main attention is focused on the states.
