Transformations and Reforms of the United Nations Security Council and Peacekeeping Operations based on the Adoption of the Human Security Agenda

Abstract:

Jedním z hlavních úkolů Rady bezpečnosti OSN je řešení hrozeb pro mezinárodní mír a bezpečnost. V souvislosti s rozpadajícími se státy a hrozbami teroristických útoků je důležité zaměřovat se na bezpečnost obyvatelstva. Lidská bezpečnost se však dostala do popředí studia bezpečnosti až v 90. letech, kdy autoři Školy třetího světa začali kritizovat stávající přístupy k bezpečnosti. Cílem této práce je analyzovat, jak lidská bezpečnost pronikala do agendy Rady bezpečnosti, zejména do rezolucí Rady bezpečnosti a mandátů mírových misí v období od roku 1990 do dubna 2006, kdy byla přijata agenda Responsibility to Protect, a v jaké podobě se zde prosadila. "V jaké podobě" znamená, jestli v rezolucích Rady bezpečnosti a mandátech mírových misí převládal důraz na složku svobody od strachu, svobody od nedostatku, nebo se zde objevovaly obě složky.

Abstract:

One of the main objectives of the United Nations Security Council is to deal with threats to international peace and security. In connection with failed states and the threats of terrorist attacks it is important to account for the security of civilians and populations. Unfortunately human security was not one of the main objectives of security until 1990s when the third world authors started to criticize existing approaches to security studies. The aim of this diploma thesis is to analyze how human security reflected itself in the content of United Nations Security Council agenda, mainly in its resolutions and in mandates of peacekeeping operations from 1990 do April 2006 when agenda of Responsibility to Protect was accepted. There is also a question about the form in which human security was mentioned in UNSC resolutions and mandates of peacekeeping operations - freedom from fear, freedom from want or both forms.
