Energy taxes in the European Union

Abstract:

Tato diplomová práce se zabývá energetickými daněmi v Evropské unii, konkrétně se zaměřuje na směrnici Rady EU 2003/96/ES o zdanění energetických produktů a elektřiny, její plánovanou revizi a dopad této revize na rozpočtovou politiku České republiky, zjištění tohoto dopadu je také cílem této práce. Teoretická část obsahuje popis současné směrnice o zdanění energetických produktů a elektřiny, popis tuzemské legislativní úpravy energetických daní a popis plánované revize směrnice o zdanění energetických produktů a elektřiny. V rámci praktické části je posouzen dopad revidované směrnice na rozpočtovou politiku České republiky prostřednictvím kalkulace inkasa energetických daní s předpokladem implementace daňových sazeb z revidované směrnice. Hlavním zjištěním je, že by došlo ke zvýšení inkasa energetických daní v České republice, avšak částka zvýšení je oproti celkovému tuzemskému inkasu daní spíše zanedbatelná.

Abstract:

This diploma thesis focuses on energy taxes in the European Union, specifically on the EU Council Directive 2003/96/EC on the taxation of energy products and electricity, its planned revision and the impact of this revision on the fiscal policy of the Czech Republic, identifying this impact is also the aim of this thesis. The theoretical part includes a description of the current Energy Taxation Directive, a description of the domestic legislative regulation of energy taxes and a description of the planned revision of the Energy Taxation Directive. The practical part assesses the impact of the revised Directive on the fiscal policy of the Czech Republic through the calculation of energy tax revenues with the assumption of implementation of the tax rates from the revised Directive. The main finding is that there would be an increase in the revision of energy taxes in the Czech Republic, but the amount of the increase is rather insignificant compared to the total domestic tax revenues.
