The Venesuela Crisis. A geopolitical power struggle between the US and the Russian federation

Abstract:

Hlavním cílem této diplomové práce bylo prostřednictvím případové studie prozkoumat, jaké místo zastává Venezuela v mocenském souboji mezi Spojenými státy americkými a Ruskou federací, neboť v oblasti západní hemisféry dochází k posunům mocenské rovnováhy. Spojené státy, které v tomto regionu dlouhodobě uplatňovaly svůj vliv, musí v posledních letech čelit sílícímu vlivu Ruska v této oblasti. V rámci tohoto primárního cíle bylo nutné zhodnotit vztahy Venezuely s oběma aktéry v oblasti diplomatické, ekonomické a bezpečnostní. Za tímto účelem byla zvolena teorie rovnováhy hrozeb Stephena Walta. Dílčím cílem poté bylo zhodnotit posuny v mocenské rovnováze v oblasti celé západní hemisféry. Na základě provedené analýzy bylo zjištěno, že Venezuela vystupuje v tomto mocenském souboji pouze v roli prostředníka, který je závislý zejména na ekonomické a diplomatické pomoci ze strany Ruska. Spojené státy vnímají ruské angažmá ve Venezuele jako hrozbu, kterou mocensky vyvažují Z pohledu posunů mocenské rovnováhy v oblasti západní hemisféry je možno konstatovat, že v posledních dvou dekádách sílí vliv Ruska a také Číny, která v regionu Latinské Ameriky masivně investuje.

Abstract:

The main aim of this thesis was to examine, through a case study, the place of Venezuela in the power struggle between the United States and the Russian Federation, as there are shifts in the balance of power in the Western Hemisphere. The United States, that has been exercising its influence in the region for a long time, have to face Russia's growing influence in this area in recent years. In terms of this primary objective it was necessary to assess Venezuela's relations with both actors in diplomatic, economic and security fields. Stephen Walt's Balance of Threat theory was chosen for this purpose. The partial goal was then to evaluate the shifts in the balance of power in the entire western hemisphere. Based on the analysis, it was found that Venezuela plays in this power struggle solely the role of mediator which is dependent mainly on economic and diplomatic assistance from Russia. The United States see Russia's engagement in Venezuela as a threat that it is necessary to balance. From the point of view of shifts in the balance of power in the Western Hemisphere, it can be stated that in the last two decades the influence of Russia and also of China, which is investing heavily in the Latin American region, has been growing.
