Adverse effects or expectations of a college tuition being established on public schools in the Czech Republic

Abstract:

Diplomová práce je věnována problematice návrhu plošného zavedení školného na veřejných vysokých školách v České republice. Cílem diplomové práce je analyzovat stávající situaci českého terciárního vzdělávání, evidovat a zhodnotit klady a zápory plánovaného zavedení školného na veřejných vysokých školách a zvážit, jaký vliv může mít zavedení školného na ekonomický vývoj země. Úvodní část práce pojednává o terciárním vzdělávání, jeho právním vymezení, jeho významu a o principu rovného přístupu k němu. V práci je popsán návrh reformy terciárního vzdělávání, přičemž diplomová práce se hlavně zaměřuje na problematiku nedostatků stávajícího způsobu financování českého terciárního vzdělávání a návrh změny tohoto financování. Ve své druhé části diplomová práce analyzuje situaci českého vysokého školství, popisuje možné důsledky navrhovaného školného na vysokých školách a univerzitách v České republice a zvažuje vliv těchto důsledků na další vývoj České republiky.

Abstract:

This Master thesis is focused on difficulties of a college tuition fee being established on public schools in the Czech Republic. The main goal of the paper is to analyze current state of terciary education in the Czech Republic, then to point out the pros and cons of planned tuition fee implementation and also to consider possible influence of these changes onto the economy of the country. In the first part of the Diploma thesis the autor describes the terciary education in the Czech Republic, then defines its legislation and also explains its great importance and the very basic principles of equal rights in education. This Graduation thesis is primarily focused on the former way of financing the education in the Czech Republic and on the changes that are about to happen due to the reform in czech education. The second part of this study compares czech educational institutions with such institutions in other countries of the world. Thesis in this part also describes possible adverse effects or expectations of a college tuition being established on public schools and discusses the probable impacts on the Czech Republic as a country in the actuall highly competitive environment.
