Sustainable Energy Development in Morocco: Solar and Wind Power for Green Hydrogen Production and Export to Europe

Abstract:

Morocco’s potential to serve as a renewable energy supplier for Europe by 2030 remains uncertain. While the country has excellent solar irradiation and strong wind resources along the Atlantic coast, and its proximity to Spain makes cross-border energy transfer technically feasible, though resource availability does not automatically translate into export readiness. This thesis addresses this gap by comparing three pathways: domestic renewable development, electricity export via the Spain–Morocco interconnection, and green hydrogen production for export to European markets. The comparison is based on a multi-criteria framework that considers capital and operational costs, infrastructure compatibility, water demand, and technical scalability, and is supported by written exchanges with specialists from Mohammed VI Polytechnic University. Domestic development emerged as the strongest option, with a larger margin than expected. The hydrogen scenario faces several interconnected challenges. The southern regions planned for large-scale production have very limited freshwater. Desalination consumes part of the renewable electricity before hydrogen is produced, stack replacements increase operating costs beyond initial estimates, and recovery periods extend beyond fifteen years. Electricity export performed better in economic terms but faced similar infrastructure limits. The transmission upgrades required to support large export volumes are unlikely to be delivered within the necessary timeframe. Overall, the analysis shows that Morocco’s energy potential is not overstated, but the timelines often are. It also suggests that developing a reliable domestic grid should be the first priority.
