Outsourcing obchodních procesů v oblasti spravovaní veřejných zakázek, příležitosti a výzvy

Abstract:

Prvním účelem této práce je pochopit, proč firmy iniciující outsourcing obchodních procesů v oblasti spravovaní veřejných zakázek. Druhá ústřední otázka, na kterou se práce snaží odpovědět, je následující: Jaké jsou nejlepší a horší postupy při realizaci projektu BPO. Tato práce je rozdělena do tří příslušných kapitol. První kapitola je souhrn, již existující literatury k danému tématu. Nastiňuje a uvádí hlavní pojmy, jako je Outsourcing obchodních procesů, spravovaní veřejných zakázek; a přináší odpověď na otázku "Jaké jsou motivace pro společnosti iniciující BPO". Druhá kapitola se zaměřuje na zavedení metodiky empirického výzkumu. Poslední kapitola představuje závěry uskutečněných rozhovorů s odborníky v oblasti outsourcingového spravovaní veřejných zakázek. Tato práce zdůrazňuje, jak je úroveň spolupráce mezi klientem a poskytovatelem služeb a technologií hlavními složkami projektu BPO a určují jeho úspěch. Výzkum také znázorňuje, že společnosti jsou stále náročnější při outsourcingu svých činností v oblasti veřejných zakázek ve snaze optimalizovat svou politiku zadávání veřejných zakázek a komplexně analyzovaly zmíněné procesy spolu s jejich přínosy, riziky a osvědčenými postupy.

Abstract:

The first purpose of this thesis is to understand why are companies initiating Business Process Outsourcing of Procurement Operations. Then, the second central question that the thesis seeks to answer is the following: What are the best and worse practices in the implementation of a BPO project. The thesis is divided into three relevant chapters. The first chapter is a review of the already existing literature on the topic. It outlines and presents the main concepts such as Business Process Outsourcing, Procurement Operations; and brings an answer to the question “What are the companies’ incentive to initiate a BPO”. The second chapter aims at introducing the empirical research methodology. The last chapter presents the findings of the conducted interviews with experts in the field of Outsourcing Procurement Operations. The thesis highlights that the level cooperation between the client and the service provider and the technology are two major components of a BPO project and determine its success. The research also shows that Firms are becoming more demanding when outsourcing their procurement activities in order to optimize their procurement policy and has comprehensively analyzed the processes in question, along with their benefits, risks and best practices.
