Concept of Public Budgets Reform and public debt of the Czech Republic

Abstract:

Předmětem Bakalářské práce Koncepce reformy veřejných rozpočtů a veřejný dluh ČR je popis vývoje veřejného zadlužení v ČR a příčin jeho vzniku, respektive příčin jeho růstu a rovněž zhodnocení vlivu reformy veřejných financí na vývoj zadlužení. První část práce je zaměřena na teorii a zabývá se dlouhodobou fiskální nerovnováhou a dalšími pojmy souvisejícími s veřejným zadlužením. V druhé části je popsán vývoj výše dluhu v ČR v letech 1993 až 2005, dále je definována Koncepce reformy veřejných financí společně s hodnocením plnění vybraných reformních kroků a popsáno plnění fiskálních Maastrichtských kritérií. V poslední části je uvedena predikce předpokládaného vývoje hospodaření s prostředky veřejných rozpočtů a predikce vývoje veřejného dluhu.

Abstract:

The subject of my bachelor thesis Concept of Public Budgets Reform and public debt of the Czech Republic is a description of the development of the public debt in the Czech republic and the reasons of its origin or more precisely the reasons of its growth, above all evaluation of the influence of the public finance reform towards the development of the indeptedness. The first part of my thesis is focused theoretically and deals with long-term fiscal imbalance and other expressions connected with public debt. The second part describes the development of the debt height in the Czech republic between 1993 and 2005, defines the conception reform of public finance together with evaluation of fulfilling of chosen reform steps and describes the fulfillment of fiscal Maastricht criteria. The last part focuses on the prediction of efficiency development with the sources of public budget as well as prediction of the public debt.
