Hybrid Information War: Position of the Czech Republic

Abstract:

Tématem diplomové práce je hybridní válka, její nástroje a vliv, který má na Českou republiku z hlediska vnější bezpečnosti země i z hlediska vnitřního společenského uspořádání a ochrany a zachování demokratických a morálních hodnot západního světa. Míra odolnosti proti negativním vlivům vyvolaným hybridní válkou je dána společnou snahou jednotlivců i státu ctít tyto hodnoty, pravdu a férovost při prosazování politických zájmů země. Mezi základní a nejrozšířenější jevy se řadí dezinformace, propaganda a kybernetické útoky. Tyto jevy jsou zkoumány na teoretické úrovni, na konkrétních událostech a ve vztahu k jednotlivci, jež tvoří základní jednotku bezpečné a informované společnosti, která je jako celek v posledních letech nebývale ovlivňována. V práci se prolíná teorie s historickými fakty, jež mají vliv na současnou bezpečnostní situaci České republiky. Účelem práce je ucelený vhled do problematiky a současného stavu dezinformační scény ve vztahu k invazi ruských vojenských jednotek na území Ukrajiny a s tím související komplexní obrana proti negativním vlivům hybridní války ze strany státu i jedince.

Abstract:

he goal of the thesis is hybrid war, its tools and the influence it has on the Czech Republic in terms of the country's external security and internal social order, i.e. the protection and preservation of the democratic and moral values of the Western world. The level of resistance against the negative effects caused by hybrid war is determined by the joint effort of individuals and the state to honor these values, truth and fairness in promoting the country's political interests. Among the basic and most widespread phenomena are disinformation, propaganda and cyber attacks. These phenomena are examined here on a theoretical level, on specific events and in relation to the individual, who form the basic unit of a safe and informed society, which has been unusually influenced as a whole in recent years. The thesis combines theory with historical facts that had an impact on the current security situation of the Czech Republic. The purpose of the thesis is a comprehensive insight into the issues and the current state of the disinformation scene in relation to the invasion of Russian military units on the territory of Ukraine and the related defense against the negative effects of hybrid war on the part of the state and the individual.
