Czech Republic Strategy of Human Resources Development

Abstract:

Předmětem bakalářské práce „Strategie rozvoje lidských zdrojů České republiky“ je analýza národního strategického dokumentu a deskripce její následné implementace ve vybraných krajích. Cílem práce je zhodnocení úspěšnosti realizace vládní strategie na krajské úrovni s využitím dotazníkového šetření. První část práce je zaměřena na teoretické vymezení základních pojmů, například strategie, strategické řízení a plánování nebo lidské zdroje. Text se dále věnuje rozboru národního strategického dokumentu, popisuje podmínky vzniku, cíle strategie a předpoklady pro jeho pozitivní naplňování. Druhá část práce je orientována na evaluaci strategického řízení lidských zdrojů ve vybraných krajích v návaznosti na vládní strategii s detailnějším přihlédnutím k Jihomoravskému kraji. V závěru práce je vysvětlena současná situace v oblasti lidských zdrojů na krajské úrovni, která byla shledána spíše za nevyhovující.

Abstract:

The subject of the thesis “The Strategy for Human Resources Development of the Czech Republic” is to analyse the national strategic document and to describe its consequent implementation in chosen regions. The goal of the thesis is to evaluate the success of realizing the governmental strategy on the regional level via the questionnaire survey. The first part of the thesis is focused on theoretical definitions of basic terms, for example strategy, strategic management and planning or human resources. The text is further devoted to the analysis of the national strategic document, describes conditions of its formation, goals of the strategy and assumptions for its positive realization. The second part is concerned with the evaluation of the strategic management of human resources in chosen regions in connection with the governmental strategy with detailed consideration of the South Moravian region. The conclusion of the thesis provides the explanation of the current situation in the field of human resources on the regional level, which we can predominantly regard as unsatisfactory.
