Aspects of municipal indebtedness. Case studies on Czech Republic

Abstract:

Předmětem diplomové práce je zhodnocení stavu a příčin komunálního zadlužení v České republice. V současné době je zadlužená asi polovina českých obcí. Celkový komunální dluh se za posledních 10 let skoro zdvojnásobil. I když 4 největší města vytvořila polovinu tohoto dluhu, největší problémy může zadlužení přinést malým obcím, které mají nízký rozpočet a jedno špatné investiční rozhodnutí může obec zadlužit na desítky let. Na vybrané příklady těchto obcí a zjištění důvodů jejich předlužení se práce zaměřuje. Zabývá se také otázkou, zda-li má stát regulovat dluhové financování obcí. Na základě příkladů z jiných zemí a zhodnocení současné české legislativy jsou na konci práce formulovaná doporučení, která by při jejich zavedení a dodržování mohla omezit další nárůst komunálního zadlužení, snížit počet předlužených obcí a nabídnout jim řešení jejich situace.

Abstract:

The goal of this thesis is to assess the state and the factors of municipal debt in the Czech Republic. Currently about half of the Czech municipalities are in debt. The total municipal debt almost doubled during the last 10 years. Although the four largest cities account for half of this debt, the worst debt situation may arise in small villages which have a small budget and one bad investment decision might incur debts for decades. The thesis concentrates on concrete examples of these municipalities and identifies the reasons for their indebtedness. It also deals with the question whether a state should regulate the borrowing of municipalities. Based on examples from other countries and evaluation of the current Czech legislation it formulates recommendations, which should after their implementation and compliance eliminate the growth of municipal debt, reduce the amount of highly indebted municipalities and offer them a solution.
