The position of agricultural policy in the EU integration process

Abstract:

Zemědělská politika patří od Římských smluv k nejvýznamnějším oblastem integračního procesu. Jedním z cílů Evropských společenství bylo zvýšit soběstačnost členských zemí v produkci základních potravin. V rámci přidělovaných grantů se dostala zemědělská politika na čelní místo ve výdajové části ES a to zejména proto, že Francie stanovila podporu svých farmářů jako prioritu. Málokterý rezort také nebyl podpořen tak silným systémem ochranářské politiky a to nejenom vůči dodavatelům zemědělských produktů ze třetích zemí. Zavádění jednotné ceny komodit na vnitřním zemědělském trhu např. bránilo nezemědělským státům nákupu na levnějších trzích. V současné době Evropská unie pracuje na výrazně reformované zemědělské politiky, jejíž zásady by měly vstoupit v platnost po roce 2020. Tato diplomová práce je zaměřena na vymezení role zemědělské politiky v integračním procesu Evropských společenství a Evropské unie. Zároveň je zde vyhodnocen dopad na současnost a budoucí vývoj zemědělství v České republice.

Abstract:

Agricultural policy belongs to the most important areas of the integration process from the Treaties of Rome. One of the objectives of the European Communities was to increase Member States' self-sufficiency in basic food production. As part of the allocated grants, agricultural policy has been at the forefront of the EC expenditure sphere, mainly because France has set its farmers' support as a priority. Only a few sectors have not been supported by such a strong system of conservation policy, not only to third-country suppliers of agricultural products. The introduction of a single commodity price on the internal agricultural market, for example, prevented non-agricultural states from buying in cheaper markets. The European Union is currently working on a strongly reformed agricultural policy, the principles of which should enter into force after 2020. This diploma thesis focuses on defining the role of agricultural policy in the integration process of the European Communities and the European Union. At the same time, the impact on the current and future development of agriculture in the Czech Republic is assessed.
