Turkey at the gates of the European Union

Abstract:

Turecko kandiduje do Evropské unie spolu s Chorvatskem a Makedonií. Přitom právě Turecko je středem pozornosti a zajímá se o něj nejen odborná, ale i laická veřejnost. Celou Evropskou unii rozděluje na několik táborů. Otázka vstupu Turecka do EU přesahuje její samotné hranice. Patří Turecko do Evropy, nebo do Asie? Jsou pro označení „Evropa“ klíčové geografické, historické, ekonomické, mocenské, nebo jiné faktory? Nebylo Turecko v „Evropě“ dříve než ČR? Patří islám do Evropy? Někteří autoři se domnívají, že Turecko do Evropy nepatří, jíní ho považují pouze za partnera, další o něm dokonce hovoří jako o hrozbě, ale najdou se i takoví, kteří jeho vstup do EU vnímají pozitivně, respektive se snaží hledat především pozitiva. Tato práce poukazuje na možná rizika stejně tak, ale uvádí případné přínosy Turecka při jeho vstupu do EU. Turecko je dlouhodobí přítel Západu a spolu s Izraelem jedinou pluralistickou zemí na Blízkém východě. Má velký ekonomický potenciál a v mezinárodních vztazích na Blízkém a Středním východě může po vstupu do EU posílit svojí pozici i ve prospěch Unie. Na druhé straně jsou v současnosti často kritizovány ekonomické a politické problémy Turecka, zejména pak velký rozdíl mezi „východem“ a „západem“ země, nedodržování lidských práv ve vztahu ke kurdské menšině a postoj ke kyperské otázce. To vše jsou oblasti, kterými se tato práce zabývá a snaží se na ně najít relevantní odpovědi.

Abstract:

Turkey, together with Croatia and Macedonia, is a candidate to the European Union. And it is the same Turkey to which the attention of both specialized and general public is turned. It even divides the European Union into several camps. The issue of Turkey joining the EU reaches beyond its own territory. Does Turkey belong to Europe or to Asia? Is the reference to “Europe” conditioned by geographic, historical, economical, imperial or other factors? Was Turkey not in “Europe” before the Czech Republic? Does Islam belong to Europe? Some authors assume that Turkey does not belong to Europe, others consider it only a partner, still others even talk about it as a threat, but there are also those perceiving its accession to the EU positively, or, more precisely, trying to find in particular the positives. This work points out the possible risks, however, it also indicates potential benefits of Turkey entering the EU. Turkey is a long standing friend of the West and, together with Israel, the only pluralist country in the Near East. It has a vast economic potential and its accession to the EU is apt to strengthen its position in the international relationships in the Near and Middle East, also for the benefit of the Union. On the other hand, economic and political problems of Turkey are currently being often criticized, in particular the huge gap between the “East” and the “West” of the country, the failure to observe human rights in respect of the Kurdish minority and the attitude to the Cyprus issue. This work deals with all these topics, striving to find relevant answers.
