Funding retentive property from the budget of Ministry of Defence

Abstract:

Bakalářská práce obsahuje 3 kapitoly věcně rozdělené na teoretickou část definující státní rozpočet, programové financování a efektivnost hospodaření (1. kapitola), seznámení s nastaveným systémem investičních výdajů v podmínkách Ministerstva obrany (2. kapitola) a vyhodnocení celkové účinnosti současného procesu, včetně konkrétních návrhů na jeho zefektivnění (3. kapitola). V rámci své pracovní pozice „ekonom - rozpočtář“ denně analyzuji data, která jsou podkladem pro veřejné výdaje. Díky tomu disponuji nezávislým nadhledem téměř přes celý cyklus veřejných nákupů v působnosti resortu obrany. Zastávám názor, že je reálné nastavit smysluplný funkční systém v oblasti investičního rozhodování státního rozpočtu za předpokladu odpovědnosti konkrétních osob a individuálního přístupu (pečlivost, znalosti, včasné a srozumitelné informace, rozumný předpoklad, jednání v obhajitelném zájmu, loajalita). Lze konstatovat, že v podmínkách veřejné správy chybí v dané problematice legislativně-institucionální rámec, pravidla, hodnoty a dobrá praxe.

Abstract:

The bachelor thesis comprises of three chapters: theoretical part defining the national budget, program financing and management efficiency (Chapter 1), Chaper 2 describes the existing system of investment expenditures in the conditions of the Defense Department and Chapter 3 analyses the effectiveness of the current process and includes specific suggestions to improve the process efficiency. In my position as „budget economist“ I daily analyze data, that are the basis for public spending. Thanks to this fact I dispose of an independent view of almost the whole cycle of public purchases in the scope of the Defense Department. I hold the view that it is realistic to set up a meaningful functional system in the area of investment decisions of the national budget providing the responsibility of specific persons and an individual approach (accuracy, knowledge, timely and clear information, reasonable assumptions, conduct in defendable interest, loyalty). It is to claim that in the conditions of public administration the legislative -institutional scope, the rules, the values and best practices are missing on the given issue.
