Technological and structural solutions to carousel fraud for the Czech republic by 2020 and their impact on the state budget.

Abstract:

Diplomová práce se zabývá komparací možných konceptů řešení karuselových podvodů na dani z přidané hodnoty. Cílem je identifikovat nejvhodnější model, který vede k zamezení karuselových podvodů v rámci Evropské unie. Uvažovaná řešení jsou rozdělena do dvou skupin, a to na technologické a strukturální koncepty. Dle vypracovaného výzkumu je zjištěno, že v případě nejvhodnějších technologických řešení se jeví jako nejvhodnější model VATCoinu a také řešení pomocí RTvat. V případě strukturálních řešení jsou identifikovány jako nejvhodnější model reverse charge a Vanistendaelovy zahraniční pobočky správce daně. Následně jsou v práci nejvhodnější řešení podrobena komparaci, bez ohledu na jejich zařazení do skupiny. Z výsledků výzkumu a komparace vychází jako nejlepší řešení pomocí VATCoinu, které nabízí zamezení karuselových podvodů a zároveň umožňuje propojení s řešením DICE na blockchainu. Na základě tohoto zjištění je i tento model pomocí VATCoinu doporučen pro implementaci v rámci České republiky a Evropské unie.

Abstract:

The diploma thesis deals with the comparison of possible concepts of solving carousel fraud on value added tax. The goal is to identify the most appropriate model which leads to the prevention of carousel fraud within the European Union. The considered solutions are divided into two groups, the technological and structural concept. According to the research, it was found that the most suitable of all technological solutions seems to be the VATCoin model and also the solution using RTvat. In case of the structural solutions, the reverse charge model and Vanistendael’s foreign branch apportionment are identified as the most suitable models. Subsequently, in the work, the most suitable solutions are compared, regardless of their classification into the groups. Based on the results of the research and comparison, the results are such that the best solution is to use VATCoin, which offers the possibility of preventing the carousel fraud and also offers the connection with the DICE solution on the blockchain. Based on this finding this model (VATCoin) is also recommended for implementation within the Czech Republic and the European Union.
