Project Nabucco: conflict of politico-economical interests of EU Member States

Abstract:

Práce pojednává o projektu Nabucco, jehož cílem je vybudovat plynovod, který by do Evropy přiváděl plyn z kaspického regionu, Íránu či Egypta. Projekt Nabucco je součástí tzv. Jižního koridoru, plánu Evropské unie na zvýšení energetické bezpečnosti kontinentu skrze diverzifikaci energetických zdrojů, v tomto případě zemního plynu. Přesto, že projekt Nabucco existuje již od roku 2002, větší pozornosti se mu dostalo až díky plynové krizi z ledna 2009, která odhalila neschopnost členských států EU ze střední a jihovýchodní Evropy zajistit svým obyvatelům energetické zdroje v případě dlouhodobého přerušení jejich toků z Ruska. Nejsilnějším motivem těchto zemí je tak snížit svou závislost na ruských dodávkách plynu, k čemuž by měl napomoci právě projekt Nabucco. Jeho budoucnost je však stále velmi nejistá. Projekt totiž dosud není finančně zajištěn. Není ani jisté kolik plynu plánovaným plynovodem poteče ani kdo jej dodá. Pro životaschopnost projektu je tak v současné fázi nezbytná podpora Evropské unie, která zvýší jeho důvěryhodnost a přitažlivost pro potenciální investory a producenty plynu. Při současném rozložení sil v EU, na nějž má významný vliv ruská lobby, však není jednoduché celounijního konsenzu nad projektem Nabucco dosáhnout. Lze tedy předpokládat, že projekt Nabucco, na základě v této práci zkoumaných politicko – ekonomických motivů jednotlivých zemí, nezíská plnou podporu všech členů EU. Zato však má potenciál pozitivně ovlivnit proces energetického sjednocování střední a jihovýchodní Evropy a tak alespoň částečně snížit závislost regionu na ruském plynu.

Abstract:

Thesis is concerned with Nabucco project. The main target of this project is building of gas pipeline, which would be connection from Caspian region, Iran or Egypt. Nabucco project is a part of so-called Southern Corridor (plan of European Union about increasing of energy security). This plan is based on diversification of energy sources – in this case of natural gas. Nabucco project has been created in 2002, but the most important season was in 2009, when the project obtains a big attention thanks to gas-crisis in January 2009. The crisis revealed disability of EU Member States from Central and Southeastern Europe to provide energy sources to their inhabitants, when Russia stopped gas-supply for long time. The strongest motive of these states is reducing their dependence on Russian gas supplies and Nabucco project is one way to solution. Unfortunately, the future of Nabucco project is still highly unsure because it isn’t financially sure. We can’t even be sure, how much of gas will be supplied and we don’t know, who will be supplier either. For these period is really important support of EU. It can increase credibility for potential investors and producers of gas. However, current distributions of forces in EU, under the thumb of the Russian lobby, cause the disability to achieve the consensus in whole Union. We can suppose – based on the politico – economical motives of particular countries - Nabucco project will be not promoted by all the members of EU. However, the project has a potential to impress positively on process of power-integration in Central and Southeastern Europe and reduce the dependence of the region on Russian gas.
