Budget (in)accuracy of municipalities and its reasons

Abstract:

Bakalářská práce se zabývá přesností rozpočtů obcí. Jejím hlavním cílem je na základě literární rešerše, teoretických a empirických poznatků a zjištění popsat plánování a realizaci rozpočtů obcí v Pardubickém kraji a identifikovat jejich přesnost a související důvody a příčiny. Teoretická část je zaměřena na rozpočet a jednotlivé části rozpočtového procesu. Praktická část analyzuje rozpočty obcí v Pardubickém kraji z hlediska přesnosti a identifikuje obce pro hlubší zkoumání. Dále jsou analyzována data získaná prostřednictvím dotazníkového šetření a zkoumány faktory ovlivňující rozpočtový proces.

Abstract:

The bachelor thesis deals with the accuracy of municipal budgets. Its main purpose, based on literary research, theoretical and empirical knowledge and findings, is to describe planning and implementation of municipal budgets in the Pardubice Region and to identify their accuracy and related reasons and causes. The theoretical part focuses on the budget and the different parts of the budget process. The practical part analyses the budgets of municipalities in the Pardubice Region in terms of accuracy and identifies municipalities for further research. Furthemore, the data obtained through a questi-onnaire survey are analyzed and factors influencing the budget process are examined.
