e-Government Services in the Czech Republic with a focus on the Land Registry

Abstract:

Tato diplomová práce se zabývá hodnocením současného stavu poskytování online služeb veřejné správy občanům České republiky, a následně poskytovaných služeb se zaměřením na katastr nemovitostí. Důvodem pro toto téma byla snaha poukázat na velkou neznalost těchto služeb mezi občany, která přetrvává i přes to, že jsou tyto služby poskytovány již delší dobu a dalo by se říci, že dnes již patří mezi běžně dostupné. Na danou problematiku je nahlíženo ze dvou úhlů, a to z pohledu občana a poskytovatele. Hlavním cílem práce je posouzení služeb jednotlivých poskytovatelů co do šíře, rychlosti i ceny. Dále analýza, zda služby poskytované občanům online odpovídají jejich potřebám a znalostem. Těchto cílů bylo dosaženo vlastním dotazníkovým šetřením, dotazy na uživatele i poskytovatele a mystery shoppingem. V rámci šetření diplomové práce se díky kvantitativnímu i kvalitativnímu výzkumu podařilo alespoň přiblížit danou problematiku většímu spektru občanů. Výsledky analýzy po vyhodnocení prokázaly či vyvrátily předpokládaná stanoviska, a slouží k doporučení o rozšíření znalostí o poskytování online služeb. V závěru práce jsou rozepsána doporučení, jak lépe implementovat online služby veřejné správy.

Abstract:

This thesis deals with the evaluation of the current state of provision of online services of public administration to citizens of the Czech Republic and focuses on services provided by the Land Registry. The reason for this topic was to point out the great ignorance of these services among citizens, which persists despite the fact that these services have been provided for a long time and one could say that they are now widely available among the citizens. The issue is described from two different angles, first from the perspective of the citizens, second from the perspective of the provider. The main aim of the work is to assess the services of specific providers in breadth, speed and price. Furthermore, an analysis of whether the services provided to citizens online correspond to their needs and knowledge. These targets were met by a questionnaire inquiry, user and provider inquiries and mystery shopping. In the context of the investigation of this diploma thesis, due to both quantitative and qualitative research, the issue was at least closer to a broader spectrum of citizens. The results of the post-evaluation analysis have shown or reversed the anticipated opinions and serve to advise on the dissemination of knowledge about the provision of online services. As final result, I have assessed my recommendations on better implementation of online public administration services.
