Security aspects of migration

Abstract:

Autorka práce pracuje ve státní správě a tak ji zajímá, zda vedle známých hrozeb ve vazbě na migraci a cizince, jako je například terorismus, může být ohrožena také státní správa. Z tohoto důvodu se cílem práce stalo odpověď na hypotetickou otázku, zda je možná reálná hrozba v podobě infiltrace nebezpečné osoby do státní správy z řad migrujících cizinců a tím způsobit změnu ve vnitřní nebo mezinárodní politice České republiky. Pro zodpovězení této otázky jsou v práci vymezeny základní pojmy a přehledy migrační politky a strategie Evropské unie a České republiky v návaznosti na národní bezpečnost a podmínky pro udělení azylu a státního občanství České republiky. A dále pak jednotlivé orgány státní správy a jejich odpovědnost za jednotlivé spravované oblasti a podmínky pro přijetí uchazečů o práci do pracovního nebo služebního poměru. Přehledy jsou doplněny základními statistickými údaji ve vazbě na cizince.

Abstract:

The author of the thesis works in the state administration and is thus interested in whether, in addition to the well-known threats related to migration and foreigners, such as terrorism, the state administration may also be endangered. For this reason, the aim of the work was to answer the hypothetical question of whether a real threat is possible in the form of infiltration of a dangerous person into the state administration from among migrant foreigners and thus cause a change in internal or international policy of the Czech Republic. To answer this question, the work defines the basic concepts and overviews of migration policy and strategy of the European Union and the Czech Republic in relation to national security and the conditions for granting asylum and citizenship of the Czech Republic. Furthermore, individual state administration bodies and their responsibility for individual administered areas and conditions for the admission of job seekers to employment or service. The overviews are supplemented by basic statistical data in relation to foreigners.
