Aspects of the subdivision or non-division of statutory cities into urban districts

Abstract:

Bakalářská práce zkoumá význam členění statutárních měst na městské obvody či části z pohledu občana a samosprávy. Pro dosažení tohoto cíle je využita kombinace kvalitativního a kvantitativního výzkumu. Práce kombinuje kvalitativní výzkum založený na analýze dokumentů a interview s kvantitativním výzkumem pomocí dotazníkového šetření a analýzy dat. Výsledky naznačují, že občanská angažovanost a volební účast jsou vyšší v menších územních celcích. Smysl členění je vnímán občany v členěných městech pozitivněji než v nečleněných. Zastupitelé z členěných měst projevují zájem o rozšíření pravomocí městských obvodů či částí, zatímco zastupitelé z nečleněných preferují současný stav nečlenění města. Tato práce nabízí pohled na problematiku členění statutárních měst a přispívá k další diskusi o významu členění statutárních měst.

Abstract:

The bachelor thesis examines the significance of dividing statutory cities into urban districts or parts from the perspective of citizens and local government. To achieve this goal, a combination of qualitative and quantitative research methods is utilized. The thesis combines qualitative research based on document analysis and interviews with quantitative research through questionnaire surveys and data analysis. The results suggest that civic engagement and voter turnout are higher in smaller territorial units. The rationale for division is perceived more positively by citizens in divided cities than in undivided ones. Representatives from divided cities show interest in expanding the powers of urban districts or parts, while representatives from undivided cities prefer the current undivided state. This thesis offers insight into the issue of dividing statutory cities and contributes to further discussion on the significance of dividing statutory cities
