Tato diplomová práce se zabývá právní regulací rozpočtových výdajů veřejných rozpočtů, konkrétně státního rozpočtů a rozpočtů územních samosprávných celků. U rozpočtů územních samosprávných celků jsou výdaje zhodnoceny komplexně, přičemž autor rovněž poukazuje na některé nedostatky, zejména v oblasti regulace zadluženosti obcí a krajů. Abstract:
This thesis deals with the topic of legal regulation of public budgets and budgetary expenditure, specifically the state budget and local budgets. In case of local budgets the expenditure is evaluated comprehensively, while the author also points out some of its shortcoming, especially in the area of indebtedness regulation in municipalities and regions.
