Barriers to innovation in Brazil with a focus on human capital

Abstract:

Cílem diplomové práce je vyhodnotit bariéry v inovativnosti Brazílie se zaměřením na lidský kapitál. Nejprve jsou definovány klíčové pojmy, mezi které patří inovace, inovační politika, lidský kapitál, právo duševního vlastnictví a patenty. Následná část se zabývá teorií lidského kapitálu, na kterou navazuje měření inovativnosti a lidského kapitálu pomocí mezinárodních indexů. Mezi vybrané indexy se řadí Globální index konkurenceschopnosti, Index lidského rozvoje, Globální inovační index a Index lidského kapitálu. Druhá kapitola cílí na identifikovaní bariér v inovativnosti dané oblasti. Zkoumá inovační strategii Brazílie, investice do lidského kapitálu a brazilské vzdělávání. Ukazuje úspěchy státu Ceará a probírá výsledky PISA testů. V poslední části kapitoly jsou pomocí SWOT analýzy vyhodnoceny silné a slabé stránky inovativnosti Brazílie se zaměřením na lidský kapitál. Třetí kapitola se věnuje jedné z identifikovaných bariér do hloubky. Specializuje se na vysokoškolské vzdělávání Brazílie a zdůrazňuje důležitost spolupráce univerzit se soukromým sektorem. V závěru práce jsou vyhodnoceny univerzity z celého světa na základě jejich inovativnosti.

Abstract:

The aim of this thesis is to evaluate the barriers to innovation in Brazil with a focus on human capital. First are defined the key concepts, which include innovation, innovation policy, human capital, intellectual property law and patents. This is followed by a discussion of human capital theory, which is then followed by the measurement of innovation and human capital using international indexes. The selected indexes include the Global Competitiveness Index, the Human Development Index, the Global Innovation Index and the Human Capital Index. The second chapter aims at identifying barriers to innovation in the given area. It examines Brazil's innovation strategy, investment in human capital and Brazilian education. It shows the achievements of the state of Ceará and discusses the results of the PISA tests. In the last part of the chapter, it uses a SWOT analysis to assess Brazil's innovation strengths and weaknesses, focusing on human capital. The third chapter discusses one of the identified barriers in depth. It specializes on Brazil's higher education and highlights the importance of collaboration between universities and the private sector. The thesis concludes with an evaluation of universities from across the world based on their innovation performance.
