Economic analysis of water corridor Danube – Oder – Elbe

Abstract:

Diplomová práce usiluje o komplexní posouzení nákladů a přínosů projektu průplavního spojení řek Dunaj, Odra a Labe jsouc součástí kýženého rozsahu infrastruktury evropských vnitrozemských vodních cest dle dohody AGN ratifikované ČR v devadesátých letech dvacátého století. V první části elaborát popisuje genezi projektu kanálu Dunaj-Odra-Labe a představuje nástroje teoreticko-metodologického aparátu užívaného pro posouzení společenské prospěšnosti návrhů liniových staveb. Ve druhé části je navržena soustava klasifikačních ukazatelů způsobilá vyčíslení ekonomické hodnoty vodního díla specifického rozsahem a předpokládanou životností; elaborát shrnuje účetní položky bilance vodního koridoru popsané v rozličných příspěvcích odborné literatury a kvantifikuje implicitní náklady a přínosy koridoru Dunaj-Odra-Labe, jež postihují potenciál multiplikačního efektu stavby a její relevantní vlivy na životní prostředí.

Abstract:

Diploma's thesis deals with a complex examination of costs and benefits of the project of intended canal interconnection of the rivers Danube, Oder and Elbe being a part of the desired degree of infrastructure of inland waterway under the AGN agreement ratified by the Czech Republic in the nineties of the twentieth century. In the first part, the paper describes the genesis of the project of the canal Danube-Oder-Elbe and presents theoretical and methodological tools system standardly used to assess the social gain of linear structures proposals. In the second application part, the thesis designes a special indicators system classification capable of quantifying the economic value of the planned water project which is specific as for its size and life expectancy; elaborate summarizes the accounting balance sheet items of the water corridor described in numerous scientific literature contributions and quantifies implicit costs and benefits of the corridor Danube-Oder-Elbe, which affects the potential of the multiplier effect and especially relevant environmental impacts.
