An approval of financial statements in conditions of a small Czech municipality

Abstract:

Tato práce se zabývá schvalováním účetní závěrky a závěrečného účtu v podmínkách malé české obce. V prvních čtyřech kapitolách jsou objasněna teoretická východiska klíčová pro praktickou část, především zasazení obce do veřejného sektoru a její funkce a orgány, popsání pravidel hospodaření a rozpočtového procesu obce a vymezení účetního výkaznictví a schvalování účetní závěrky v obcích. V praktické a poslední kapitole práce je popsán a zhodnocen schvalovací proces účetní závěrky a závěrečného účtu v konkrétní obci Chotětov, vymezeny role v procesu a nejpodstatnější skutečnosti ovlivňující rozhodnutí zastupitelů. Závěrem jsou zmíněny i doporučení autora.

Abstract:

This thessis deals with the approval of financial statements and final accounts in the conditions of a small Czech municipality. The first four chapters explain the theoretical background which is essential for the practical part, especially the municipality's functions in the public sector and its authorities, a description of the rules of the economy and budgetary process of the municipality and last but not least the explanation of how a financial reporting and approval of financial statements work in the municipalities. The practical and last chapter describes and evaluates the approval process of financial statements and final accounts in a particular municipality called Chotětov, defines the roles in the process and the most important factors influencing the decisions of representatives. Finally, the author's recommendations are mentioned.
