Slovak Aid - Official Development Assistance as a Tool in Slovakia's Identity Formation?

Abstract:

The presented thesis aims to describe and analyze the official development assistance (ODA) policy of the Slovak Republic. The scope of the thesis is twofold. Firstly, it provides a description and analysis of the history and current state of the Slovak ODA program. In doing so, it also elaborates on the challenges that are lying ahead of this program. The main aim of the thesis is to analyze the motives behind the Slovak ODA program. Are these motives primarily instrumental, or are they altruistic in their nature? The research is embedded in the theoretical framework of social constructivism. The research draws on the constructivist shift towards social ontology and on the concepts of logic of consequences and logic of appropriateness. The thesis also elaborates on the relationship between an identity of Slovakia and its ODA program. Do the Slovakia’s intentions to help the poorer countries directly flow from its identity? Or does the ODA program serve merely as a tool in Slovakia’s identity formation, helping the country to reach its goals?

Abstract:

Diplomová práca skúma oficiálnu rozvojovú spoluprácu (ODA) Slovenskej republiky. Práca prináša popis a analýzu vzniku, vývoja, súčasného stavu tejto politiky a načrtáva výzvy, ktoré ODA SR čakajú v budúcnosti. Ťažiskom práce je podrobné skúmanie motívov, ktoré vedú SR k poskytovaniu ODA. Sú tieto motívy primárne inštrumentálne, alebo altruistické? Pri tomto skúmaní práca využíva teoretické koncepty sociálneho konštruktivizmu, najmä posun k sociálnej ontológii a koncept logiky následkov, resp. logiky vhodnosti. Práca tiež skúma vzťah medzi politikou ODA a identitou SR. Je poskytovanie ODA automatickým následkom identity SR, alebo ODA slúži ako nástroj pri konštituovaní tejto identity, so zámerom pomôcť dosahovať SR jej záujmy?
