Comparison and evaluation of approaches to the integration of socially excluded localities in the Vysočina Region and the Pardubice Region

Abstract:

Tato diplomová práce se zaměřuje na problematiku sociálního vyloučení a na sociálně vyloučené lokality. Cílem je zhodnocení dosavadních postojů k integraci sociálně vyloučených lokalit a jejich konkrétní porovnání v Kraji Vysočina a Pardubickém kraji. Problém sociálního vyloučení stále v ČR přetrvává, přestože neustále probíhají různé pokusy o nápravu situace nejen v ČR, ale i v rámci EU či zbytku světa s větší či menší účinností.Teoretická část obsahuje formulace základních pojmů okolo sociálního vyloučení, které je definováno, jsou popsány příčiny a dimenze sociálního vyloučení a jeho historický vývoj. Dále je uvedena definice sociálně vyloučených lokalit, jsou popsány její typy a dopady na okolí. Poslední část je pak věnována přístupům k integraci sociálně vyloučených v EU i v České republice.Praktickou část tvoří komparace Kraje Vysočina a Pardubického kraje z hlediska jejich charakteristik, situace sociálně vyloučených lokalit (SVL) a krajských přístupů k úspěšné integraci jejich obyvatel. Mimo jiné je k tomu použito i řízených rozhovorů se zástupci nestátních neziskových organizací, které v krajích působí a se zástupci krajských úřadů a také dvou měst. Oba kraje mají některé socioekonomické ukazatele dost podobné. Každý kraj má vlastní integrační strategii. Přestože se přístupy k integraci sociálního vyloučení v obou krajích podobají, v Kraji Vysočina mezi lety 2015-2019 počet sociálně vyloučených lokalit klesl, zatímco v Pardubickém kraji se naopak zvýšil.

Abstract:

This diploma thesis focuses on problems of social exclusion and socially excluded localities. The aim is to evaluate the current attitudes to the integration of socially excluded localities and their specific comparison in the Vysočina Region and the Pardubice Region. The problem of social exclusion persists in the Czech Republic, although various attempts are being made to rectify the situation not only in the Czech Republic, but also within the EU or the rest of the world with greater or lesser efficiency.The theoretical part includes formulations of basic concepts around social exclusion, which is defined, and the causes and dimensions of social exclusion and its historical development are described. The definition of socially excluded localities is also included as well as its types and impacts on the surroundings are described. The last part is dedicated to approaches to the integration of the socially excluded in the EU and in the Czech Republic.The practical part consists of a comparison of characteristics of the Vysočina Region and the Pardubice Region, the situation around socially excluded localities (SEL) in these regions and regional approaches to successful integration of their inhabitants. Among other things, there is pen and paper interviews with representatives of non-governmental non-profit organizations operating in the regions and with representatives of regional offices as well as two cities. Both regions have some similar socio-economic indicators. Each region has its own integration strategy. Although the approaches to the integration of social exclusion are similar in both regions, while number of socially excluded localities decreased in the Vysočina Region between 2015-2019, it increased in the Pardubice Region on the contrary.
