The impacts of Credit Unions regulation

Abstract:

Cílem této práce bylo analyzovat dopad legislativní změny zákona č. 333/2014 Sb. na sektor družstevních záložen. Předmětem zkoumání byl vliv tohoto opatření na množství vkladů do družstevních záložen, na množství poskytnutých úvěrů, na podíl záložen na úvěrovém trhu v ČR, na počet záložen a na výnosnost aktiv a vlastního kapitálu. Pro tyto účely byla použita lineární regresní analýza, ve které výše zmíněné faktory byly zkoumány jako závislé proměnné. Nezávislými proměnnými byly vedle legislativní změny také, HDP na obyvatele, procentuální růst reálného HDP, inflace a nezaměstnanost. Pro analýzu byla použita data České národní banky sledující činnost těchto institucí. Bylo zjištěno, že legislativní změna neměla čistý (celkový) vliv na objem vkladů, objem poskytnutých úvěrů, podíl záložen na úvěrovém trhu ani na výnosnost aktiv a vlastního kapitálu. Tzv. rdousící efekt na sektor družstevních záložen tedy nenastal. Zkoumaná legislativní regulace v podobě zákona č. 333/2014 Sb., družstevním záložnám neuškodila, jak se mnozí domnívali. Výsledky této studie byly porovnány s předpovídanými dopady zprávy RIA pro tento zákon. Zjištěné dopady této regulace jsou důležitou zpětnou vazbou pro zpracovatele zkoumané legislativní změny, pro zhotovitele zprávy RIA a pro další subjekty, které budou v budoucnu realizovat podobné legislativní změny.

Abstract:

The aim of this thesis was to analyse the impact of the legislative amendment Act No. 333/2014 Coll. on the credit union sector. The object of the investigation was the effect of this measure on the amount of deposits in credit unions, the amount of loans granted, the share of credit unions on the Czech credit market, the number of credit unions and the return on assets and equity. For this purpose I used linear regression analysis, in which the aforementioned factors were used as dependent variables. Besides the legislative change, these were the other independent variables used: GDP per capita, real GDP growth, inflation and unemployment. To conduct the analysis I used data of the Czech National Bank monitoring the activities of these institutions. I found that the legislative change had no net (total) impact on the volume of deposits, the volume of loans granted, the credit unions' share of the credit market or the return on assets and equity. Thus, the "choking" effect on the credit union sector did not occur. The legislative regulation in the form of Act No. 333/2014 Coll. did not damage the credit unions, as many believed. The results of this study were compared with the impact predicted by the RIA report for this legislative measure. The identified impact of this regulation is an important feedback for the authors of the legislative change, for the authors of the RIA report and for other entities that will implement similar legislative changes in the future.
