Significance and problems of urban planning in municipality, town and region

Abstract:

Diplomová práce je zaměřena na představení role územního plánování v rozvoji obcí, měst a regionů. Práce prezentuje legislativu, koncepční dokumenty i jednotlivé nástroje využívané v procesu vytváření a realizace územních plánů a plánovací dokumentace. Teoretická část práce je převážně zaměřena na představení termínů objevujících se v procesu územního plánování. Dále je pozornost věnována jeho historii a aktuální politice územního rozvoje v ČR. Práce rovněž prezentuje úkoly a cíle územního plánování vyplývající ze stavebního zákona (zákona č. 183/2006 Sb., o územním plánování a stavebním řádu, v platném znění). Praktická část práce popisuje problémy a bariéry, s kterými se obce a města v procesu pořizování územně plánovací dokumentace mohou setkat. V souvislosti s popsanými problémy aktuálního procesu územního plánování jsou také navrženy dílčí změny současně platné legislativy a přístupů k ´územnímu plánování. Praktická část rovněž obsahuje popis tvorby územního plánu v Týnci nad Sázavou s některými konflikty, které vznik tohoto dokumentu provázely.

Abstract:

The thesis is focused on the introduction of the territorial planning in the development of villages, towns and regions. The thesis presents legislation, conceptual documents as well as individual instruments which may be used in the process of creation and realization of the plans and planning documentation. The theoretical part is mainly focused on terms which are used in the planning process. This part of the thesis is also devoted to the history and current politics of territorial development. The thesis also presents the objectives and targets of the territorial planning resulting from the Building Act (Act No. 183/2006 Coll. Zoning and Building Code, as amended). The practical part of the thesis describes the problems and barriers which the municipalities may face in the process of acquisition of the planning documentation. In connection with the described problems of the current planning process are also proposed the partial amendments of the current legislation and approaches to the territorial planning. The practical part also contains description of the zoning in Týnec nad Sázavou with some of the conflicts that accompanied the creation of this document.
