Effectiveness of the Czech Republic in Using the Structural Funds

Abstract:

Anotace Tématem bakalářské práce je Efektivita čerpání České republiky ze Strukturálních fondů Evropské unie. Tato práce si jako hlavní cíl kladla zhodnocení efektivity čerpání dotací fondů Evropské unie. K tomuto cíli jsme došli prostřednictvím vyhledávání mnoha statistik, přečtením mnoha článků, obsahujících vyjádření českých i zahraničních politiků. K cíli jsme se v neposlední řadě propracovali prostřednictvím podrobných rozborů výročních a měsíčních monitorovacích zpráv zveřejněných Ministerstvem pro místní rozvoj. Použitím všech těchto dostupných zdrojů jsme docílili závěru, že efektivita čerpání fondů Evropské unie v České republice, jak v rámci jejího území, tak v rámci celé Evropské unie, je hodnocena negativně. V Evropské unii jsme dokonce státem nejhorším ve využívání těchto dotací. Z prostudovaných materiálů, rozhovorů s mnoha významnými univerzitními profesory a rozhovorů s širokou veřejností, které jsme během zkoumání efektivnosti postupně získávali, usuzujeme, že k největším chybám docházelo zejména v informovanosti a přístupu obyvatel k informacím o využívání těchto dotací. Také pro žadatele při podávání žádosti o dotaci není zajištěn vhodný přístup k informacím. Celkově za celé programové období 2007 – 2013 docházelo k špatné byrokracii. Doufejme tedy, že opatření přijatá v novém programovém období 2014 – 2020 budou našemu státu prospěšná a pomohou celou situaci napravit, jak v rámci České republiky, tak v její pozici vůči ostatním státům Evropské unie, kde stále zůstáváme státem nejhorším.

Annotation: The topic of this bachelor’s thesis is the efficiency of utilization of the European Union Structural Funds in the Czech Republic. This work has the principal objective to evaluate the efficiency of subsidies from EU funds. We have approached this objective by a lookup of many statistics, reading many articles with statements of Czech and foreign politicians, and last but not least, reading and analysing annual and monthly monitoring reports of the Ministry for Regional Development. Using all of the available sources, we concluded that the effectiveness of EU funds utilization in the Czech Republic, both within its territory and throughout the European Union, had been evaluated negatively. Within the European Union, we are even the worst country in meaning of the use of subsidies from EU funds. According to the materials studied, the interviews with many prominent university professors and interviews with the general public that we have progressively made during the research of the effectiveness, we conclude that the biggest mistakes occurred mainly in terms of an awareness of the population and access to the information on the utilization of these subsidies. Moreover, the applicants applying for a grant have not been given an appropriate access to information. Overall, we can state that there has been a bad bureaucracy during the whole programming period 2014 - 2020. Let us hope, therefore, that the measures adopted in the new programming period will be beneficial to our country and set the situation right, both in the Czech Republic and in position against the other EU states, where we still remain the worst member country.
