Abstract:

Abstrakt Diplomová práce se věnuje vymezení základních pojmů veřejných výdajů a jejich analýzy, včetně vymezení základních funkcí, klasifikace veřejných výdajů a struktury veřejných výdajů. V diplomové práci jsou vysvětleny teorie zdůvodňující růst veřejných výdajů (Wagnerův zákon, teorie prahových efektů, teorie stupňovitého růstu), včetně principu hodnocení efektivnosti a soudobých trendů v oblasti veřejných výdajů. V praktické části je provedena analýza vztahu veřejných výdajů a zadluženosti územních samosprávných celků v roce 2007, včetně analýzy výdajové části rozpočtu Středočeského kraje.

Abstract:

Abstract This graduation theses follows determination of basic definitions of public expenditures and their analyses, including of basic functions, classification and structure of public expenditures. Theories giving reasons for growth of public expenditures are part of the theses (Wagner´s law, Theorie of Treshold´s effects, Theorie of stepped growth), including principals of effectivnes evaluation and topical trends in the segment of public expenditures. In the practical part, there is analysis of relation between public expenditures and insolvency of territorial autonomous units in 2007, including analysys of expenditure part of budget of the central part of Czech Republic.
