Instruments regulatoring indebtedness of municipality in the Czech republic

Abstract:

Tato bakalářská práce se zaměřuje na problematiku zadluženosti obcí v České republice. První část je teoretická a zabývá se veřejným sektorem, veřejnými financemi, státním rozpočtem a nakonec rozpočtem obcí. Dále se zde práce zaměřuje na deficit a teoretické přístupy k deficitu. Poté je v práci popsané rozpočtování obcí v České republice. S tím také souvisí zadlužení obcí v České republice a vývoj ukazatelů regulujících zadlužení obcí. Jsou také popsány výpočty jednotlivých ukazatelů, které jsou použity na konci práce na praktickém příkladu obce s rozšířenou působností. Všechny výsledné hodnoty všech sledovaných ukazatelů jsou srovnány a jsou hodnoceny jejich pozitiva a negativa. Na základě tohoto srovnání bylo zjištěno, že ukazatel dluhové služby má špatnou vypovídací schopnost pro pozorování zadluženosti obcí. Dále bylo zjištěno, že se nově zavedený ukazatel zdá být zatím nejlepším pro hodnocení a regulaci obecního zadlužení.

Abstract:

This bachelor thesis focuses on issues of indebtedness of municipalities in the Czech Republic.The first part is theoretical and deals with the public sector, public finance, the state budget and the budget of municipalities. Furthermore, the thesis focuses on deficits and theoretical approaches to the deficit. Then the budgeting of municipalities in the Czech Republic is described. This is also related to the indebtedness of municipalities in the Czech Republic and the development of indicators regulating the debt of municipalities. There are also described the calculations of individual indicators, which are used at the end of the work on a practical example of a municipality with extended competence. All the resulting values of all types of monitored indicators are compared and their positives and negatives are evaluated. On the basis of this comparison, it was found that the debt service indicator had poor reporting capacity to observe the indebtedness of municipalities. It was also found that the newly introduced indicator seems to be the best for assessing and regulating municipal debt so far.
