Abstract:

Zdravotnictví se jakožto nepostradatelná součást každého sociálního systému neustále vyvíjí a přináší s sebou stále vyšší výdaje. Vzhledem k těmto rostoucím výdajům ve vyspělých zemích vznikly různé modely soukromého a veřejného financování a otázka, který z nich je pro danou zemi výhodnější a udržitelnější je klíčová, protože výrazně ovlivňuje ekonomiku dané země a kvalitu života v ní. Česká republika dlouhodobě užívá systém veřejného financování zdravotního systému, ale její zdravotnictví se potýká s mnoha výraznými problémy, jako je dlouhodobá podfinancovanost systému, nedostatečná kontrola kvality poskytovaných služeb a další. Proto se práce věnuje hypotéze, zda by pro ni soukromý model financování nebyl přínosnější. Práce nabízí analýzu českého, německého a amerického modelu financování zdravotnických systémů se zaměřením na jejich efektivnost v rámci dané ekonomiky a zasazuje jejich výsledky také do kontextu dalších zemí OECD. Z analýzy vyplývá, že český zdravotnický systém je v mnoha ohledech efektivní, ale měl by nabízet více možností spoluúčasti občanů, například skrze dobrovolné zdravotní pojištění po vzoru sousedního Německa, které by přispělo k motivaci pacientů více pečovat o své zdraví a dbát na prevenci a zároveň by pomohlo financovat oblasti zdravotnictví, které jsou v současné době podfinancované. Hypotéza tedy byla zamítnuta.

Abstract:

Healthcare, as an indispensable part of every social system, is constantly evolving and increasing its expenditures. Due to these growing expenses, several models of private and public financing have been introduced in developed countries and the question of which one is more beneficial and sustainable for a given country is essential, because it can significantly affect the economy of mentioned country and the quality of life in it. The Czech Republic has been using the system of public financing of healthcare for a long time, but its health sector is facing many significant problems, such as long-term underfunding of the system, insufficient control of the quality of services provided and others. Therefore, the thesis is devoted to the hypothesisthat a private financing model might be more beneficial. The thesis offers an analysis of Czech, German and American healthcare financing systems with a focus on their effectiveness within their economies, as well as placing their results in the context of other OECD countries. The analysis shows that the Czech healthcare system is effective in many aspects, but it should offer more opportunities for citizen participation, following the example of the German voluntary health insurance, which could contribute to motivating patients to take better care of their health, prioritize prevention and help fund areas of the healthcare system, which are currently underfunded. So, the hypothesis was rejected.
