Development of EU-Russia Relations in the energy security context

Abstract:

Předkládaná práce sleduje vývoj vzájemných vztahů Ruska a Evropské unie ve dvou základních dimenzích: (1) vývoj charakteristik ruského politického systému po roce 1991, související vývoj ruské zahraniční politiky a specifická oblast energetiky (se zaměřením na ropný a plynárenský průmysl), její prolínání s vnější politikou nejprve Jelcinova, ale následně především Putinova Ruska s hlavním důrazem na vztahy Ruska a EU; (2) snaha o vývoj konzistentní „východní politiky“ v rámci SZBP EU s důrazem na vztahy EU a Ruska, roli energetiky a neméně obtížně se rodící energetické politiky EU, hlavní sporné body a úskalí v této oblasti. Energetické vztahy EU a Ruska jsou charakteristické vzájemnou závislostí (interdependence). Z konceptu vzájemné závislosti lze dovodit, že evropská závislost na dovozu z Ruska je vyvážena ruskou závislostí na finančních příjmech z vývozu těchto komodit. Pojem „energetická bezpečnost“ chápe jiným způsobem dovozce energetických surovin a jiným exportér. Výchozí hypotézy práce zní: Příčinou divergence zájmů obou aktérů v energetické oblasti je jednak jejich rozdílný charakter jako politických aktérů ve vnitřní i vnější dimenzi, jednak rozdílný přístup k zajištění samotné energetické bezpečnosti a rozdílný význam tohoto fenoménu pro oba aktéry. Rusko je významným producentem a exportérem ropy a zemního plynu, zatímco EU je aktérem závislým do značné míry na externích dodávkách těchto surovin, i když míra této závislosti právě na ruských zdrojích se v rámci rozšířené EU výrazně liší. Existující vztah interdependence Ruska a EU v energetické oblasti vytváří pro oba aktéry potenciál vzájemně se doplňovat a kooperovat. Do tohoto vztahu však vstupují další divergentní zájmy a snahy, které jej komplikují, což se promítá i do jiných dimenzí politického dialogu mezi EU a Ruskem. Vzhledem k rozsahu i zájmu na zachování kompaktnosti práce byla problematika energetické bezpečnosti ve vztazích Ruska a EU zúžena pouze na sektory ropy a především plynu. Metodologické vymezení práce se pohybuje v mantinelech analýzy, využívající při práci s tématem energetické bezpečnosti především pojmové zázemí a výzkumných nástrojů, jež poskytují vědní obory politologie a mezinárodní vztahy.

Abstract:

The dissertation thesis aims to depict the development of mutual relations between the Russian Federation (RF) and the European Union (EU) in two basic dimensions: (1) the development of the Russian political system characteristics after 1991, the related development of Russian foreign policy and of the specific area of energy policy and its interconnection with external relations and foreign policy (with a particular focus on the role of oil and gas sector); the main emphasis is put on the relations between the RF and the EU in the context of energy policy; (2) the development of a consistent and coherent „Eastern policy“ as a part of the EU Common Foreign and Security Policy, again with the emphasis on the relations between the EU and Russia, the role of energy and the EU energy policy which is being formed slowly and not without obstacles; the main friction points as well as opportunities of cooperation between both actors are accentuated. The relations between the EU and Russia in the energy field are characterized by mutual interdependence. European dependence on the import of energy resources (not only Russian) is balanced on the other side with Russian dependency on the financial income from this export. Therefore the notion of energy security is different for each of the two actors (the „customer“ and the „supplier“). In addition, the different positions of both actors are also based on their different nature as actors in international relations. The main theses that will be verified here are the following: The divergence of interests between both actors in the field of energy policy is caused firstly by their different character as political actors (both in the internal and external dimension) and secondly by their different attitude towards the problem of energy security (different meaning of this phenomenon for each of the actors). Russia is an important producer and exporter of both oil and natural gas, The EU is dependent to the large extent on external supplies of these resources, although the measure of the dependency is quite different among the member states of the enlarged EU. The contemporary relation of mutual dependence between Russia and the EU on the energy field generates possibilities for both of the actors to cooperate and supplement each other. However, other important interests and aims of both political and economic nature intervene into the relation and influence not only the energy dimension of EU-Russia relations, but also other parts of political dialogue (e.g. particular interests of EU member states both in the foreign and energy policy, the tendency of Russian foreign policy to favour bilateral relations; premature nature of EU energy policy as well as the lack of coherence and consistence in the „Eastern policy“ of the EU as a whole; projects of diversification on both sides etc.) Because of the capacity reasons and also on behalf of preserving certain coherency of the work the issue of energy security was reduced to questions of oil and gas. Methodologically the text aims to keep to the conceptual and explanatory basis determined by the fields of political science and international relations and with this basic intention it works also with the concept of energy security.
