The evolution of the role of the European Union as a military crisis manager in Africa

Abstract:

Přestože Evropská unie není výlučně organizací krizového managementu, její role při zvládání krizí se výrazně zvyšuje. Budování příslušných vojenských kapacit v rámci SBOP umožnilo Evropské unii zapojit se do několika vojenských operací krizového managementu, přičemž působnost EU na poli řešení konfliktů je obzvláště viditelná na africkém kontinentě. První vojenskou operací realizovanou v Africe byla v roce 2003 operace Artemis odehrávající se v Demokratické republice Kongo. Na Artemis navázala Evropská unie v subsaharské Africe dalšími pěti vojenskými operacemi, včetně dvou výcvikových misí a jedné námořní operace. Cílem této bakalářské práce je analyzovat působení Evropské unie v pozici vojenského krizového managera v Africe, přičemž na jednotlivé kroky vedoucí k zodpovězení výzkumných otázek je nahlíženo skrze premisy neorealistické teorie.

Abstract:

Even though the European Union is not exclusively organization of crisis management, its role in conflict resolution is rapidly increasing. Building of appropriate military capabilities under the Common Security and Defense Policy (CSDP) allowed the European Union to be involved in several crisis management operations. The activity of the EU as a military crisis manager is particularly visible in Africa. The first military operation realized on the African continent under the flag of the European Union was operation Artemis, which took place in the Democratic Republic of Congo in 2003. The operation Artemis was followed by five military operations including two training missions and one naval operation. The aim of this thesis is to analyze the evolution of the role of the European Union as a military crisis manager in Africa. The individual steps leading to answering of the two research questions were regarded with the premises of the neorealist theory.
