Women in Digital index: alternative approaches to construction

Abstract:

In response to the persisting disparities between men and women in the digital domain, the European Commission created a composite indicator called Women in Digital, which tracks the advancement of the European Union member states towards gender equality. In this work, we analyzed this index and proposed alternative methodologies for determining the weights in its development. We focused mainly on endogenously determined weights, though for a comprehensive overview, we also explored exogenous weighting methods, and we outlined the general procedure for constructing composite indicators. After reviewing the index, we discovered that the originally used equal weights were unsuitable given the high correlations present in the data. Instead, we proposed a set of weights based on factor analysis or using various forms of the Benefit of the Doubt method. We also experimented with weighting using principal component analysis, however it yielded unsatisfactory results. Finally, we used a sensitivity analysis to show that the ranking of countries is the most affected by the choice of weighting method among all construction steps. It is therefore crucial to focus on the weighting and consider multiple alternatives when constructing composite indicators.

V reakcii na pretrvávajúce rozdiely medzi mužmi a ženami aj v digitálnej sfére vytvorila Európska komisia kompozitný index Women in Digital, ktorý monitoruje pokrok štátov Európskej Únie smerom k rodovej rovnosti. V tejto práci sme tento index analyzovali a navrhli alternatívne spôsoby stanovenia váh pri jeho tvorbe. Sústredili sme sa pritom najmä na endogénne určené váhy, no pre ucelený pohľad sme v práci zahrnuli aj exogénne metódy váženia, a tiež sme popísali všeobecný postup konštrukcie kompozitných indikátorov. Po preskúmaní indexu sme zistili, že pôvodne použité rovnaké váhy sú nevhodné vzhľadom na vysoké korelácie v dátach. Namiesto nich sme navrhli výpočet na základe faktorovej analýzy alebo viacerých variant metódy Benefit of the Doubt. Pracovali sme tiež s vážením metódou hlavných komponent, ktorá však neposkytla rozumné výsledky. Nakoniec sme pomocou citlivostnej analýzy ukázali, že poradie krajín je spomedzi všetkých krokov konštrukcie najviac ovplyvnené výberom metódy váženia. Pri tvorbe kompozitných indikátorov je preto kľúčové sa ním zaoberať a zvážiť viacero alternatív.
