Abstract:

Tato práce se zaměřuje na zkoumání tří dosavadních stálých předsedů Evropské rady a jejich vzájemnou komparaci. Výzkum proběhl za účelem zjištění, zda během svých funkčních volebních mandátů byli předsedové schopni dostát požadavku, který vznikl společně se vznikem funkce samotné v roce 2009 během začátku platnosti Lisabonské smlouvy. Práce se zaměřuje na studium několika atributů, které jsou pro výkon stálého předsedy Evropské rady zcela zásadní a vyhodnocuje, jakým způsobem jich zkoumaní předsedové dostáli. Subjekty byly zkoumány prostřednictvím analýzy jejich činnosti v rámci předem vybraných událostí, kterým během svých funkčních období musely čelit, a následně byly vyhodnoceny.

Abstract:

This thesis focuses on an examination of the three previous permanent presidents of the European Council and how they compare with each other. The research was conducted to determine whether, during their terms of office, the Presidents have been able to meet the requirement that arose with the creation of the post itself in 2009 during the start of the Lisbon Treaty. The thesis focuses on the study of several attributes that are crucial for the performance of the permanent President of the European Council and assesses how the Presidents under examination have met them. The subjects were examined through an analysis of their performance in the context of pre-selected events they faced during their terms of office, and were subsequently evaluated.
