Community funding for state administration

Abstract:

The aim of this diploma thesis is to provide a complex overview of the decentralisation of public administration and its effects on municipal financing in the Slovak Republic in the performance of government. The diploma thesis is divided into theoretical and practical parts. In the theoretical part, chapter 1, deals whit the definition and structure of public administration in the Slovak Republic and the process of reform from centralized to decentralized system. Chapter 2 focuses on the split of authority, resulting from the decentralization process and that requires an individual system of funding and communication between the state municipalities. Chapter 3 analyzes the theory of municipal budgets and the sources of income. This chapter also describes the classification and structure of local income according to their sources and the basis of calculation according to standards and government regulations. The practical part of the diploma thesis is a comparison of the sources of income of the cities of Trnava and Trebišov and a comparison of the delegated funding powers of these cities in the performance of government.

Abstract:

Cieľom diplomovej práce je načrtnúť komplexný pohľad na problematiku decentralizácie verejnej správy a jej následky na financovanie miest a obcí SR pri výkone štátnej správy. Práca je rozdelená na teoretickú a praktickú časť, kde v teoretickej časti je problematika rozdelená na prvú kapitolu, ktorá sa zaoberá definíciou a štruktúrou verejnej správy na Slovensku a procesom jej reformy z centralizovaného systému na decentralizovaný. V ďalšej časti sa venujem deleným kompetenciám, ktoré vznikli v procese decentralizácie a vyžadujú si individuálny systém ich financovania a komunikácie medzi štátom a obcami. Tretia kapitola teoretickej časti je venovaná rozpočtu obcí a miest a zdrojom príjmov obecných rozpočtov z jednotlivých jej zložiek. Opisuje klasifikácie a štruktúru príjmov rozpočtov podľa zdroja, z ktorého pochádzajú a základ ich výpočtu podľa normatívov a nariadení vlády. V praktickej časti sú porovnané zdroje príjmov rozpočtov mesta Trnava a Trebišov a porovnanie financovania prenesených kompetencií jednotlivých miest pri výkone štátnej správy.
