Comparison of the performance of public administration of municipalities with extended powers in Most district

Abstract:

Povrchová těžba hnědého uhlí zasáhla výrazně nejen do přírody a geomorfologie krajiny okresu Most. Zasáhla též výrazně do společenské struktury a života. Řada obcí i měst zmizela, části okresu jsou odděleny těžební plochou, což vytváří složité fyzické bariéry při výkonu územní samosprávy. Z výše uvedených důvodů má územní samospráva na území okresu Most specifickou strukturu. Existují zde dvě obce s rozšířenou působností, do jejichž správních obvodů jsou rozděleny obce z oddělených částí okresu. Pro tyto periferní oblasti jsou pak města Most a Litvínov zároveň ekonomickými, obchodními, vzdělávacími a kulturními centry. V této bakalářské práci je provedena komparace rozsahu úkolů a kompetencí obou obcí s rozšířenou působností vůči obcím v jejich správních obvodech a také jejich role v rozvoji této části Ústeckého kraje.

Abstract:

Surface mining of brown coal has affected not only the nature and geomorphology of the landscape of the Most district. It has also hit the social structure and life significantly. Many municipalities and towns have disappeared; parts of the district are separated by a mining area, creating complex physical barriers in the exercise of territorial self-government. For the above reasons, the structure of territorial self-government has a specific structure in the territory of Most. There are two municipalities with extended competence, whose administrative districts are divided into municipalities from separate parts of the district. For these peripheral areas, the cities of Most and Litvínov are also economic, business, educational and cultural centers. In this bachelor thesis there is a comparison of the range of tasks and competencies of both municipalities with extended competence to municipalities in their administrative districts and also their role in the development of this part of Ústí nad Labem Region
