Barriers and opportunities for effective use of discarded food in retail chains

Abstract:

The thesis deals with the issue of food waste produced at the level of supermarkets, in the narrow sense with discarded surplus food and its donation for humanitarian purposes. The thesis aims to identify the barriers and opportunities of donating food discarded in food retail chains to socially oriented organizations and initiatives, with regard to Act no. 180/2016 Sb.. From 1st of January 2018 this Act brings the obligation for supermarkets with their sales area over 400m2 to provide this unsaleable but safe food to charitable organizations. Regarding to this statutory duty of food donation, thesis compares the arguments of other interested parties in this issue, namely food banks as recipients of donated food and the Chamber of Deputies, who adopt this Act. no 180/2016 Sb.. The theoretical part of the thesis deals with food waste generation on the supermarket side, presenting causes of its origin and its possible handling. Thesis also talks about the legislation at the level of the European Union and the Czech Republic, deals with problems related to food donation and refers to initiatives in the Czech Republic active in the food waste issue. In the empirical part, thesis discovers opportunities and barriers of the effective use of surplus food in these three interested parties – supermarkets, food banks and the Chamber of Deputies, using discourse analysis.

Abstract:

Práca sa zaoberá problematikou potravinového odpadu produkovaného na úrovni supermarketov, v užšom zmysle potom vyradenými nadbytočnými potravinami a ich darovaniu na humanitárne účely. Práca si kladie za cieľ zistiť bariéry a príležitosti darovania potravín vyradených v obchodných reťazcoch sociálne zameraným organizáciám a iniciatívam, a s ohľadom na Zákon č. 180/2016 Sb. o potravinách a tabákových výrobcích, ktorý od 1. januára 2018 prináša pre supermarkety s predajnou plochou nad 400m2 povinnosť tieto nepredajné ale bezpečné potraviny poskytnúť charitatívnym organizáciám. V súvislosti s uzákonenou povinnosťou darovania potravín práca porovnáva argumentačné línie ďalších zainteresovaných strán v tejto problematike, a to konkrétne potravinových bánk ako príjemcov darovaných potravín a Poslaneckej snemovne, ktorá Zákon č. 180/2016 Sb. o potravinách a tabákových výrobcích prijímala. Teoretická časť práce sa v širšom kontexte zaoberá potravinovým odpadom na strane supermarketov, predostiera príčiny jeho vzniku a možného nakladania s ním, v tejto súvislosti približuje legislatívu na úrovni Európskej únie a Českej republiky, pojednáva o problémoch spojených s darovaním potravín a približuje iniciatívy pôsobiace v oblasti potravinovej problematiky v Českej republike. V empirickej časti potom za pomoci diskurzívnej analýzy odhaľuje príležitosti a bariéry efektívneho využitia nadbytočných potravín u jednotlivých strán.
