Promotion of Clean Energy in the EU and China – comparative study

Abstract:

Diplomová práce komparuje přístupy k podpoře obnovitelné energie v Evropské unii a Číně, přičemž se zaměřuje na tři hlavní roviny - ideologickou rovinu, rovinu aktérů a strategickou rovinu. V ideologické rovině se věnuje hlavním motivům, které vedou k zájmu aktérů o obnovitelné zdroje. Jde především o bezpečnost dodávek, vliv spalování fosilních paliv na životní prostředí a zdraví obyvatel a v neposlední řadě politické a ekonomické motivy. Zabývá se také tím, jak se do jednání aktérů a jejich zájmu o OZE odrážejí postmateriální hodnoty . Ve druhé rovině je prostor věnován konkrétním aktérům podílejícím se na tvorbě energetické a environmentální politiky, jakož i samotnému procesu tvorby politiky a specifikům Číny a EU. tato část práce se zabývá také implementací přijatých politik. Práce upozorňuje nejen na vzájemné rozdíly ale také na společné prvky. Poslední část zkoumá stanovené cíle a politiky přijaté k jejich dosažení.

Abstract:

This thesis compares the approaches towards promotion of renewable energy in the European Union and China, focusing on three main levels - the ideological level, level of actors and strategic level. At the ideological level the thesis tries to address the main motives that lead actors to focus on renewable resources development. This is mainly security of supply, the impact of burning fossil fuels on the environment and public health, and political and economic motives. It also answers a question "How ar postmaterial values reflected in the actors´interest in renewable energy?". At the second level the thesis examines specific actors involved in the creation of energy and environmental policy and the policy process itself and points out specifics of China and the EU. It also discusses the problems related to implementation phase. The work draws attention not only to the differences among actors but also to common features. The last level examines set objectives and concrete policies adopted to develop RES.
