Current Trends in the Area of Providing Security and Public Order from the Point of View of City Police and Municipal Police Departments in Czech Republic

Abstract:

Diplomová práce se zabývá otázkou aktuálních trendů při zajišťování místních záležitostí veřejného pořádku a problematikou bezpečnosti. Zaměřuje se na stěžejní aktéry, kteří v těchto oblastech působí. Práce nahlíží na místní záležitosti veřejného pořádku zejména z pohledu obcí, obecních policií a Policie České republiky, kterým je věnována první část. Následně se práce zabývá trendy, které ovlivňují místní záležitosti veřejného pořádku a sleduje i komentuje jejich vývoj v čase. V návaznosti na to práce rozebírá a sleduje specifika i využití nejdůležitějších instrumentů, kterých stěžejní aktéři využívají pro zajišťování bezpečnosti a veřejného pořádku. Zvláštní pozornost je věnována obecní policii, koordinačním dohodám, soukromým bezpečnostním službám, sousedským hlídkám a projektům prevence kriminality. K jejich rozboru, s výjimkou prevence kriminality, využívá práce metodu SWOT analýzy. V praktické části se diplomová práce zaměřuje na správní obvod obce s rozšířenou působností Rakovník, a to pomocí metod literární rešerše, dotazníkového šetření a polostrukturovaného rozhovoru. Kombinací těchto metod práce konstruktivně-kriticky hodnotí praktické využití instrumentů zajišťování místních záležitostí veřejného pořádku v konkrétním území a vyúsťuje v několik návrhů či doporučení na úpravy a zlepšení aktuální situace jak v okrese, tak v celé České republice.

Abstract:

This diploma thesis deals with the issue of current trends in the area of securing local matters of public order and with the issue of security. It focuses on the main actors which are most prominent in these given areas. The thesis inspects the issue of local matters of the public order especially from the points of view of municipalities, municipal police departments and the Police of the Czech Republic, and to these is dedicated the first part of the thesis. Afterwards the thesis focuses on trends which affect the local matters of public order, and both observes and commentates its development in time. In connection to this the thesis inspects and observes both specifications and use of the most important instruments which the main actors use to provide security and public order. Special attention is dedicated to Municipal police departments, coordination deals, private security services, neighborhood watch and crime prevention projects. In order to analyze these instruments, with the exception of crime prevention, the thesis uses the method of SWOT analysis. In the practical part, the diploma thesis focuses on the administrative district of the municipality with extended jurisdiction Rakovník with the help of methods of literary research, survey and semi-structured interview. By combination of these methods is the thesis able to evaluate practical use of instruments of securing local matters of public order constructively and critically in a specific territory and results in several proposals or recommendations for adjustments and betterment of the current situation both in the district and in the whole of Czech Republic.
