Westminstern and consensual model of democracy and its suitability for separation societies: Case of Nepal after the Civil war.

Abstract:

Tématem diplomové práce je debata o modelu westminsterské a konsensuální demokracie Arenda Lijpharta a výhodnosti obou zmíněných modelů pro rozdělení společnosti na příkladu Nepálu, který po přechodu k demokracii v roce 1990 upadl v roce 1996 do desetileté občanské války. Hlavní výzkumnou otázkou práce je tudíž zjištění, zda nová nepálská ústava přijatá v roce 2015 představuje příklon spíše ke konsensuálnímu či westminsterskému modelu demokracie a srovnání s předchozími ústavami. Celá práce je strukturovaná do několika částí. V první, teoretické, části jsou postupně definovány jednotlivé znaky obou modelů, ale diskutována je i kritika těchto modelů. V následující části je poté představen politický vývoj Nepálu s cílem zjistit, zda nepálská demokracie naplňuje znaky konsensuálního či westminsterského modelu demokracie a zda je reálný model demokracie vhodným uspořádáním pro tuto jihoasijskou, vysoce fragmentovanou, politickou obec.

Abstract:

Abstract The aim of the thesis is to debate the Westminster and Consensus Models of Democracy by Arend Lijhaprt and their advantages for a divided society, such as Nepal which broke into a 10-year civil war in 1996 after it transitioned towards democracy in 1990. The thesis attempts to determine whether the new constitution of Nepal adopted in 2015 is closer to the Consensus or the Westminster Model of Democracy. It also compares the new constitution with its predecessors. The thesis consists of two parts. The first part is theoretical. It defines the models, and it discusses their critiques. The second part introduces the political developments of Nepal, and it attempts to analyze and classify political system in Nepal into categories of Consensus or Westminster model of democracy. Furthermore, it debates whether the actual model of democracy is a suitable arrangement for this highly fragmented South Asian political community.
